4 dies were used on these. The weak D was dies 1,3, and 4. All weak D versions also had a weak reverse.
Die 2 is the strong reverse and shows no trace of a D. The first 2 in the date is weaker than the second ( which doesn't appear to be the case on the OP coin pic )
Nowhere on the NGC label does it say genuine and how do we even know that label belongs to the coin shown?
I'm sticking with counterfeit/altered.

I would think and hope that if NGC had determined the coin to be counterfeit, that would have been noted on the grading label.

The coin appears AU with chocolate luster. A hint of a "D" when it is tilted under a light source.
