Is this a Full Head?

This coin is in an old ANACS MS 60 holder. The holder does not say so, but the head looks pretty close to full to me. Big jump in value if I can get it into a PCGS FH holder.

That looks pretty close to me. Leaf detail is a little weak, but it looks like the ear hole is there.

I would say no. Not enough detail in leaves. But it's close. I don't think PCGS would call it FH, Maybe NGC. Nice coin though. AC

Defining Full Head
PCGS awards the Full Head grading designation to certain Standing Liberty Quarters grading AU50 or better, with an exception as noted below. The FH designation applies to qualifying Standing Liberty Quarters, with different criteria applying to the Type I (1916-1917) issues versus those used when grading Type II (1917-1930) specimens.
Type I Standing Liberty Quarters earn the FH designation when there is a clear and distinct separation between Miss Liberty’s hair cords and her cap.
Type II Standing Liberty Quarters receive the Full Head designation when the helmet exhibits three complete and distinct leaves, a complete outline on the bottom of the helmet, and a clear ear hole on Miss Liberty’s head.

Thanks for the replies. It's basically a gamble. I might submit it anyway just to get it in a PCGS holder.

It looks like a toss up like the one I had... If the ear hole (it's not clear to me if it's defined enough) is there it may be slightly more positive chance.

@BeeMan... That is really close. I like it, but think it may miss if submitted. Just not enough ear detail, IMO. That being said, if it were mine, I believe I would try submitting.... but would not really be disappointed if not designated. Cheers, RickO
wow, that's close... Definitely a bit of a gamble but the price guide difference between non-FH and FH might be worth it. Let us know how it shakes out if you decide to submit.

I can't say whether it has a full head or not, SLQ is not my series? With Jefferson nickels, it's known that many dates are hard to find with a full strike with all/full design features ie; the 1953-S and 1954-S. But with only the ov. showing of the OP's coin, there are a few missing details, on the shield, fingers to name a few to warrant a FH designation. But I play by a different set of gradig standards than many of you so....carry on!

The coin meets the requirement for the designation of Full Head. IMHO
I found this to be kind of interesting. The 2 images below are from the MS67 FH 1928s in coinfacts. I would say the OP's coin is better than either of these.
I've seen a lot worse designated full head so yes your coin qualifies.
I looked at the FH and non-FH photos in the PCGS price guide and there wasn't much difference between them.

Definition - "three complete and distinct leaves." There is a little flatness where the three leaves meet. It's possible that the coin meets the standard of "minimum detail for full head." However, It will not CAC. No matter how nice it looks it would be considered either a "C" coin or overgraded by CAC. As a MS60 by ANACS appears to be a little harsh.
