Is this miniature Lincoln cent made by the mint?

Obviously it isn’t real currency but I went to an antique shop for the first time today and found all these, which I think were pretty good finds, but I can’t find any information about the miniature 1977 Lincoln memorial cent. Does anyone know what it is?

    They were made as novelties and sold as anti-inflation political statements: the "shrinking currency". There are also some plastic ones that were part of toys and games.
