So now we know the news will report anything without any research. The guy got scammed for a 24kt plated state quarter that the “Bank of Newport” guarantees is authentic. The guy got scammed when he bought the quarters and when he tried to sell them.

I saw this, read it, and laughed. Seriously, just a few minutes before reading this post. The seller got scammed when he bought them, then he scammed someone when he sold them.
It is sad that he is in a tough situation though. That's not what I laughed about.
This story is almost as bad as the story about the elementary student that took a $2 bill that his grandmother gave him to pay for his cafeteria lunch. Cafeteria worker said this is going to be counterfeit because it didn't pass the counterfeit pen test. They took the student to the office where student was arrested. Sometimes you wonder about the intelligenceof the people that are working in these schools. The $2 bill was printed before any counterfeit currency technology was created, along with the counterfeit detector pen.

there are no 24K gold state quarters. There are tens of thousands of gold plated coins. This is what was bought and sold by the person in the story. If he described it as a 24K gold coin and did not say gold plated then yes his item was not as described but I can't see how it is a counterfeit unless the buyer misreported it to ebay.
