Code 89? What does this mean?

I like to keep my eye on the 2021-D Morgan dollar sale prices. One sold for $300 and I think it had a code 89 on it, but don't know what the heck that means.
Here is the item: https://www.ebay.com/itm/134152460776
Here is the coin facts: https://www.pcgs.com/cert/44386259
What exactly is this coin? They advertised it as a MS70 but the label doesn't match that. When going to check what the codes mean, 89 doesn't even show up. https://www.pcgs.com/grades
My question again...what is up with this coin?

89 is a code for uncirculated, it's not a grade.
89 = Genuine Uncirculated.
These coins are "no grade" on label coins. Not a bad thing, just submitter did not want a grade and opted for the 89 choice. Usually done for bulk coins so why this example was done only the submitter knows. It could be a 70 but it also could be anything above 65 (GEM).

Super weird. Is it cheaper from a grading fees standpoint? Is there another reason to do this? Only "reasonable" reason I can think of is to intentionally mislead someone thinking its a MS70 in this scenario? Am I crazy to think this?

Another educational moment for me.

Kennedys are my quest...
I'm sure the cost would be less (actually not sure but do suspect it to be so). Perhaps they were all non 70's and who cares about a 68 or 69? Just a way to sell "problem, non 70 coins".

Interesting. Thanks everyone for your help.

So, either a cost saving by a bulk submitter, or a dodge to sell 68 or 69 coins for premium prices. Cheers, RickO
