The coin looks fine for the assigned grade, but the luster appears to be somewhat subdued. That and the contact marks on the cheek and jaw probably prevented a higher grade.

A very nice 64 and none of the marks are a huge distraction in my opinion. There is nothing on the coin that would be so distracting that it would motivate me to spend 2x - 3x more for a 65.

After having received the coin it looks so close to a 65 that I am surprised it didnt +. I am not a genius but it would shock me if it doesn't at least CAC green. I know we fall in love with our coins so we shall see.

The whole cheek doesn't have to be mark-free, but there needs to be a big chunk that is really clean. Compare yours with the typical 65s on CoinFacts and you'll see what I mean. There are a couple low-end 65s that have more marks on them. They're low-end.
