Can someone explain this color designation to me??
IMO it looks more on the RB side of RD and no where close to what BN should be.
Am I missing something?

Clerical error? Put the wrong designation on the label by mistake probably.

Mechanical error no doubt
The logical answer is a mechanical error, however TV's are often terrible for judging copper color due to the red shift and perhaps in hand the color is more brown than the photo suggests.

Never a slave to one plastic brand will I ever be.
Perhaps the grader - finalizer had some color blindness.
I once worked with a guy who had some color blindness and he said he hated it when people marked stuff up in red because all he saw was black.

What PCGS number was put on the form? For the older coins, there was a different number for each color. I’m not sure about moderns. Maybe someone entered the wrong number, and it was mistakenly attributed as BN. The coin looks RD to me.
Could also be the wrong TV images for the cert. That has happened as well.
Like this one (a bit more obvious)
