Most people would say that if (c) is less than (a) + (b), then you should not send it off.
Did you find this variety in any of the literature?
Coneca, variety Vista or Coinfacts?
If so does rarity equal worth being graded?

.. Maybe coin is not what you think it is...

Probably just a die chip. Not with the cost of postage much less slabbing.
It’s a totally normal proof cent. It’s just the way the S looks.
The S looks as if it may have a die chip on the left... Minor issue, no numismatic premium. Cheers, RickO
