It does to me. I suppose NGC net graded it?
Has the appearance of a VG08.

Seems to have better details than a G4, looks like it was net graded.
I see. It's not net graded, its a details grade of good details, scratches. I agree it should have said vg details, scratches. I just don't think the grading services fret too much about it, even though they should try to get it right.

So NGC net grades even a details graded coin before identifying the problem? That just sounds silly. I could see a net grade on a straight graded coin, but why net grade the "detail" grade? I don't think that is what they do, though I confess I don't know. I think it is much more likely that they either believe it is a good details coin, or they made a mistake and it should be a VG details coin. ANACS used to give a "details" grade and a net grade, but the group's interpretation would be the opposite of what ANACS used to do. To me, details refers to the details before the problems.
