I'm thinking "Unc details improperly cleaned" especially at NGC. If it has the detail of an Unc. but not the luster, I would not likely see a straight grade.
Been worked on. They had trouble removing a few stubborn dark spots around "RICA" on the reverse. How is the luster?

If that’s the eBay seller I think it is, (their pictures all have a distinctive look), I’ve bought several coins from them and have never been happy with how they looked in hand (cleaned, hidden problems, etc.). Now, it’s possible those were isolated cases, but thought I’d tell you just as an FYI.
Pics taken in this style are bad news. The lighting effect makes the detailing pop while obscuring the surfaces. The coin could be fine but don’t take any info from those pics.
Cleaned, no luster. Despite the sharpness, the coin can't get anything but a "details" grade.
Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible. I am also collecting at least one coin for each Roman emperor from Julius Caesar to ... ?

Looks as though it may have seen a dip at one time. Looks unc. Any luster on the coin ?
First impression was not original.

it has the sharpness imo but this will boil down to surfaces which the image makes difficult to discern. ie: flatter than a pancake.
It do look like it spent a bit to much time in dip from the pictures.
