Nope, with only a very few exceptions.
The first was an 1856-S quarter eagle that had been holed and plugged in the 19th century. The plug was crude, and an ugly blackish color. I drilled it out and went back to the original hole. Another time, in a cheaper coin, I finished an incomplete hole someone had started. Neither of those are really cheats.
One time I did cheat was for the buttons on the old vest, since I needed two holes in the center of the coin and those are very difficult to find. I drilled two Indian cents, a Shield nickel, and a Flying Eagle cent for this purpose, but before you grab the pitchforks, torches, and hanging rope, let me say that those were all heavily corroded culls found by a detecting buddy. They were unrecognizable until run through a rock tumbler. They were toast - already ruined. Might as well put them to some use.
