How is NGC able to mark these as high reliefs, when the US Mint says they are not?
Has anyone inquired this with them?

Good question. Although, it is NGC and not the best for Moderns, PCGS!
at least it’s “first release” and not “first strike”

How do we know that is the 1st coin release? I seen others that say they are the 1st.
