A Memorial cent can grade 67RD with die polish.

My personal preference would be one without die polish marks, but no, they do not preclude a grade of 67.
Some collectors will reject coins with die polish regardless of the TPG grade assigned.
As noted the TPG's will give a 67 grade with die polish lines. Now the question is will it sell for all the money with those polish lines.
