Special Government Medal (did not require an enacted US law to authorize the Bureau of the Mint to manufacture) struck in silver by the Bureau of the Mint in 1948 for the Department of Agriculture. Note: A repeatable research method of "cluster analysis" was used to identify the three manufacturing functions of the Bureau of the Mint/US Mint. The manufacturing functions were not pulled from thin air, a viable research method was used to identify the three manufacturing functions. More importantly, the research method can be repeated by experienced researchers and a similar/same result will occur.
This Superior Service Award medal (2nd highest service award) was awarded during the Department of Agriculture 2nd convocation of its Honors Award Ceremony in 1949 (engraving dated).
The recipient was Walt L. Dutton. My research located the convocation brochure and the awardee Walt L. Dalton.
