Going by the photo I think not. In hand it might be. Hard to tell by just the photo on one so close. Light at a different angle may expose complete lines.
I would say it will not get FBL.... based on the observations noted above... That is one, that if it were mine, would not even have been considered for the designation. Cheers, RickO

By which standard? By NGC, no. By PCGS, likely no.

Based on photo, no because of slight bridges in lower left lines. Need slightly more magnification. Hits on upper lines are inconsequential.
