The obverse shows some type of striking anomaly.
First impression of the reverse was PMD but I'm not sure that is the case.
I would think if it was some type of damage it would have got the bands as they are also a high point.
Both side show something around the rim.
My dumb guess is a striking error of some kind.
To most including myself it will look like PMD, having it holdered with the error may be the best (only) way to convince some buyers if selling is the goal.
Please take it out of the 2x2 and show us a photo
of the edge.
It could be a partial collar or broadstrike error, imo

It probably sat on pavement with the obverse facing up.

The edge does not appear to have deep reeding. Looks shallow to me.
I put a better picture of the obverse up which looks like many mercs I have seen. The reverse is weird.

As struck, collar die was too loose during striking. Neat but no premium, actually in this condition it probably hurts the value a bit.

Serious "pavement" burn across the reverse rims and into STATES OF.
Hard to imagine how the rest of the coin avoided damage.
Or maybe it was "carefully" filed out of a bezel?
