Is this a doubled mint mark or did my mom slap me so hard when i was a kid my eyes went crooked.

No, I think it’s one of those depressed mint marks that were discussed a couple of weeks ago. Someone posted how/why they were made, and it made total sense when they said it. But I can’t remember the details.

The mint stopped punching mint marks into individual dies in 1989, so repunched mint marks are not possible for your coin.
