I would like to ask you is It a double die reverse or not as I have seen similar coins in internet

    No, it is a coin struck from very worn dies.
    It is called die deterioration doubling.

    Struck from a very worn die. There are numerous coins in circulation with die deterioration and mechanical double, but very few true doubled dies. If you are going to look for doubled dies, understanding the characteristics will save your a lot of time. Here is some info about these types of worthless doubling.

    FWIW, you should always include the date and mintmark of the coin. DDs are not random, and a suspected DD can be compared to known examples.

    The look of your coin is reminiscent of the overused dies from the 1980s.

    Wild guess, 1983?
