I was hoping to have some opinions on these photos of this 2021 quarter. Does this look like a strike thru on the reverse on the word Delaware and would you consider grading due to a strike thru. Thank you

Not a struck thru. A struck thru would not be raised.
I can't tell for sure but it could be a die chip, which might collectable but not worth slabbing.
