I have several that have started to tone over the years. Dolley has the most coverage. How are yours holding up?

Some of the small blotches sure look like it wasn't rinsed properly. Not that it isn't a good looking coin. Peace Roy

I call that Fanta orange staining.
There has to be a mint rinse that is leaving it.
Fanta orange stains can be removed by our hosts for a fee.
I think I bought the first two years of these and then quit. Haven't looked at them since. Lol They are all packed in storage now. Hope to see them soon. Lol

It does look like a rinse residue...perhaps from the planchet cleaning pre-strike. Cheers, RickO

That .0001 will get you once in a while, red spots show up sometimes, Canada refines to .99999 and has no "toning or residue" issues on the ones I have.
Quite a few spouses and modern commemorative gold products from the Mint that I have purchased over the years developed that toning effect over time that the OP photo shows. A few actually toned in a good way.

Sorry but that tarnish really affects the beauty of the coin.
I would contact our host to see if they can "restore" it.
