If ANACS gave that coin a 70, those spots showed up after the coin was slabbed. Modern proof silver is as unstable with their milk spots as proof copper is with their carbon spots.

If I wanted one of those, I certainly could find a better example.
And for cheaper too. PCGS in the same grade and variety are going for a bit less.
