Error or Damage? (from fresh mint roll)

I’m going through some innovation dollars rolls, and I just found this. The rolls are straight from the mint.

Is this simply damaged? Or is it some kind of error?

    Looks like the small area was where it took a hit thus pushing the opposite side into something to shear it and push the metal up and over the rim.

    As above, PMD.

    Even if you could prove it occurred at the mint, you could split hairs and call it Post Strike Damage, but it is damage nonetheless.

    I have Presidential dollar with a similar ding as yours near IGWT. I kept is as a reference piece.
