It looks like environmental damage to me. Basically corrosion.
can you post a picture of the whole coin on both sides?
Environmental damage followed by a chemical cleaning.
Terminal corrosion.
I am just asking because as you can see there is doubling in "CA"

Machine doubling or zinc shadowing. Either way, spend it fast before it rots away.
