I know the 2019 S Enhanced reverse proof silver eagle COA’s are numbered.

This was the first numbered COA from the US Mint.

Some of these were definitely signed. However, I cannot find anything about them being numbered. Were they numbered?

I don't believe so. I just remember #2 was auctioned off on ebay.
