I still do not receive it after it was shipped 28 days ago. What should I do?

It has been like this for 16 days:

The item is from Europe, the registered mail tracking number is not trackable at the USPS.com, I can only get status from eBay. Should I do something about it or ask the seller to track it?

It's unlikely the seller will be able to get tracking information any easier than you can.
I had a recent delivery from the UK Royal Mint take weeks to arrive as well. The bulk of the delay time was here in the US.
It is stuck in customs. Could take months.

While concerning, it is not abnormal for such shipments. Usually gets hung up in customs for a while. Should pop loose in a week or two... JMO and based on a couple of my own experiences with shipments from Europe. Cheers, RickO
From the status I get from eBay, "PROCESSED THROUGH USPS FACILITY", I can tell it passed the customs and in the hands of USPS. My items usually go through INTERNATIONAL SERVICE CENTER ISC NEW YORK NY(USPS), and usually takes 2 or 3 days to arrive. But this time it is FL. Another thing, the registered mail tracking number is not trackable on the USPS.com. It seems some countries' numbers work some won't, even though they are in the same format.
I have tracked my pirchases from Germany and UK at USPS. no spaces between letters and numbers. USPS was always ahead of eBay tracking.

Sometimes, the shipment gets scanned into the system, sometimes not. Either way, tracking that you can access online is not a feature offered by the post office for registered mail, so not being able to see it is not evidence of anything.
It happened to me, some work some not. And, the letter after the "R" is different from country to county, I do not know why.
I've had registered letters from overseas delivered to me like regular mail with no recognition that it was registered.
In your case it sounds like it us making the slow trip as registered mail.
do not let your deadline for filing an ebay or paypal claim expire. You might want to go ahead and initiate it to have it on record.

You need to open a dispute on eBay for item not received. If you miss the deadline to file then you can only file a claim through your credit card

You have 30 days from the estimated delivery date to inform the seller that you didn't receive your item.
Which means open a case
Another thing I do not understand, why eBay can show the status, but USPS.com shows "not trackable"?
FWIW... I returned a Nikon lens to Japan... and lost it after Miami.
This was during the height of the pandemic.

Unfortunately I just sit tight.... like others have said that in customs , years ago the Swiss and South Africa were royal pains dealing with both customs,and postal services.
Purchased a Tag watch from SA it actually crossed the Atlantic 4 times. Before it arrived.
Sold a gold .25 1988 nikie goddess to an American in Switzerland tbat took 4 months to get there.
Right now I wouldn't ship or purchase anything from over seas.At present I have a friend who is trying to find $10,000. In coins between him and Canada.
Before i went out on sick leave my company whom I worked for played hell daily dealing, with all sorts of issues, shipping, plant closed, customs, you name it...every day was a new adventure in things that you cant control...out of control! Good luck...

Filing a claim is not an option you want to loose. Once started it is a drawn out process that eventually returns your money. If you do receive the item eventually you can always reimburse the seller.

I just called this number, and asked for a call back, 48 min.

The lady told me, in her internal system she can see the mail left FL and coming to my state, but she can not see any detailed info. And, she also mentioned, this kind of mail can not be tracked inside US.

Registered mail coming from abroad is different from Registered mail sent within the US. It's not subject to the same security measures or chain of custody requirements. It's not kept in "the cage" at the post office when I pick it up. It's pretty much treated as Signature Confirmation mail.
The worst place for a package to be stuck is "Inbound out of Customs." This is some sort of limbo where both CBP and USPS deny having the package. I have one inbound package that both the shipper and I assume has been stolen that has been stuck there since the end of February.

I've seen this before where it says USPS got it & processed, but I wonder if they really did or if it's still some part of the customs process because sometimes it'll sit there a long while before it gets moving, but usually it's the next day. Rarely inbetween.
I wouldn't be too worried yet since it's the next step out of customs and an international shipment. But yes you should open an item not received case within the 30 days of delivery estimate and get the ball rolling on that. It gives you a while to act on actually escalating that case, so in the meantime you can wait and see what happens with it.
eBay penalizes sellers if they have too many "Item not received" claims filed against them, even if the item is eventually delivered.
Just sayin'.
Registered mail takes forever, right?
Will probably get there eventually.

28 days is not enough for a package from Europe. I would give it another 28 days before before even getting concerned.
Oh South Florida...... the black hole of the USPS.....sometimes my mailman goes on a bender and doesn’t show up for a week....
Sent my state tax return certified return receipt and the USPS tracking still says " IN TRANSIT TO THE NEXT LOCATION"
after 52 days. Put a tracer on it and finally got a reply that they cant find it. In reality the state got my return and cashed my check and I have received the green card back. The post office will never find either of them unless I tell them. NOT.
I don't know why USPS still has such delay. Wait for a week or two before you do anything. I have two packages returned to me as no license. I filed two clams to see what USPS has to say because there is no reason to send back to senders.

ebay estimated delivery dates are based on just two inputs taken from the item description: handling time after the purchase and method of shipping the seller says will be used. Unless you are looking at a priority mail item shipped from the US to the US, the estimates are often not reliable. Especially when US registered mail is involved; ebay algorithm sees only "first class" or "priority" when it comes to registered shipments..

Have you opened a dispute with either paypal or ebay (I prefer PP when applicable) as advised? It can be done from within either account.

I'm very familiar with the eBay site so I took a look for you. eBay has this to say:
"If you haven't received your item, let the seller know within 30 days of the estimated delivery date by following the steps listed above."
and they defined estimated delivery date as "(the latest date in the estimated delivery range that was provided to the buyer at checkout)"
May not hurt to do a "print screen" on the computer or screenshot on your phone to save a picture if it still shows you that estimated date so you have it for your records.

I was only saying to do that so it's clear what the window was just in case. Agree with you though, 30 days from last date of delivery is what eBay says.
