It could be the lighting, but the luster looks subdued, not bright/great.

I’l give the benefit of the doubt to the sight seen opinion of PCGS. Chances are that you’re missing a problem - perhaps a light cleaning or wipe.

I may be wrong, but the Iowa coins I've seen all seemed to have a softer luster.

Apologies for piling on, but ... based on the photo, it looks like a nice example of a 63 Iowa. It seems to have the monochrome look of a dipped coin, which likely limits the grade. The images provided on CoinFacts are very instructive. Going by photos alone, the white 64s retain quite a lot of character compared to the OP coin, for example:
