It can be but this is just a case of listing something to allow people to take advantage of the coupon. All items are genuine (I’ve compared them to the same items from other sources and they check out).
amazing how many listings I was interested in were priced at $25 - but the coupon required a minimum price of $25.01 to be used (for one item anyway, probably could have applied it to my cart, but then I'd have to buy two which negates getting something for free...)

Find something random for $0.99 to add or message the seller and ask them to increase the price by $0.01. They might be confused but you can explain it to them.
After reading all the comments here, I'm almost wondering if it might be related to the volume of business you have done. I didn't create my second account until 2012??? I used it solely for buying until a couple of years ago. My 2nd account received accolades for being a power buyer a couple of years after I opened it.
