Based on the pictures, it does look like a planchet issue, possibly a struck through... The pictures are very good, but something like that needs in hand scrutiny...at least for me....possibly our resident experts will quickly identify it. Cheers, RickO

Probably a planchet problem but unfortunately one that leaves the coin with very negative eye appeal.
Looks like an impurity in the silver alloy to me, definitely as struck. Not much of a collector market for this type of error, unfortunately.

Planchet problem it looks like
Hi Ken,
From what I can see, it looks to be as struck. If it was post mint damage, I'd think there would be a small gap at the bottom of the chin. I can't tell if it's a struck through, or a planchet issue though. Intersting!

I’ve got a Morgan with a similar issue and posted about it awhile ago. The experts here called mine “planchet streaks” and google seemed to agree.
That’s a good looking ‘18, even with it.
