While browsing to see what's out there I noticed that the same 1936 PR65 Washington Quarter is listed on CC by Heritage($705), Park Avenue Numismatics($730), and Liberty Coin($735).
This seems like a problem to me, am I wrong to think that?

I have seen other coins and items cross listed.... usually by the same seller, though I have seen a couple of sellers allied in cross listing. First come, first served....though I am sure a conflict could occur. Cheers, RickO
I bet if you look on collectors.com it's probably listed more times than that depending on how many sites the sellers have the item listed on.
I assume the lowest price is the real owner. The others will sell it for a mark up over that.
This really isn't unusual. Heritage allows dealers to list their own inventory on the Heritage site, but when this is done you are always warned that it is the inventory of another dealer and not Heritage. Also, many dealers will cooperate with one another and will, at least on occasion, list the same coin to reach a larger audience or to get more market saturation. It gets really fun when a dealer allows two or three other dealers to list their coin and then the coin is also offered through Heritage, Amazon and ebay, as well. I have seen this.

I’m not sure if park avenue actually even own a single coin.
I recall seeing a coin on their site and calling and asking about it full well knowing that another dealer owned the coin. The said “let us go look into the safe”.... Wait 5 minutes.... “The guy with the keys is out to lunch”.... They call me back and say “the coin is sold”.

I don't see the problem. It's the coin equivalent of drop-shipping.
I really wanted a particular coin once and couldn't figure out who had physical possession.
I bought it from all 3 dealers at the same time on-line because it was after hours.
You can probably imagine the chaos.
Oh...I got the coin

I have encountered this previously, contacted one of the listers and asked for some info on a particular coin...they did not posses it. I contacted another lister and they had it in their possession. It was not the least amount, but they matched the lowest listed price among those who had it listed.
