I agree with @50cCOMMEMGUY that it would be nice if this thread was pinned, at least for a while. During the 9-11 attacks PCGS pinned a number of threads dealing with the charity sale/auction of NY State quarters. The COVID-19 situation obviously differs from the terror attacks but pinning this thread does seem appropriate. @HeatherBoyd , any chance?

It's proof - the Type B reverse is a giveaway. It's not uncommon for the mirrors to be a bit lackluster on proof quarters of that era. It could be an artifact of the photos, as well.
