Should MLB reinstate Pete Rose?

Rose has again reapplied for reinstatement. His new grounds for appeal are: 1) the widespread use of PED's 2) electronic sign stealing Rose argues these cases are similar to his, and his punishment is disproportionate because MLB did not impose similar discipline.
