Capped Die Error?

A buddy of mine sent me some photos of his Lincoln penny and was curious if it is a Mint Error. Seems like it is a Capped Die, but just reaching out to see if anyone may have other thoughts or can confirm this. I appreciate any help! Thanks!

The coin is struck by a capped die, in other words, struck thru capped die.
It is not a die cap itself.
It is also struck thru a fragment.
