I was offered this coin with this damage to the slab...but it's only right there on the edge and the seal is still in tact.

Stacking tab broken......if you like the coin and like the price and can't find another, then it isn't a big deal.
If you are anal about every little thing and it is all about perfect plastic, pass or get it resubmitted.
Those plastic stacking bits break pretty easily as I have seen more than a few chipped.
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

Why would $12, (current reholder fee), enter into the negotiation for a $1k-$1.5k coin?

I wouldn’t let the damaged slab stop me, especially when the coin is so nice. Good example of the 1831 B-1 “berries reverse” die marriage.
I'd ask for $12 off so I could get it reholdered, being careful not to come across as a jerk in doing so, and would buy the coin whether or not I got the $12.

I would probably whine about having to get it reholdered and see what happens. In the end if I really needed it for my collection I'd buy it.

If I were the seller and the buyer demanded a reholder cost discount, I think I’d say “this COIN is not right for you”.

Trying to squeeze the last dollar out of a deal can have its own costs. A couple of other considerations...
How easy would it be for you to find a comparable example at the price offered?
How do you feel about the potential of being placed in the "high maintenance buyer" category by the seller?
And Life would go on... Coins are rarely unique or no specific coin is essential...
I see it as the certification and encapsulation is part of the deal. That's a pretty good crack that slab has. I suppose I'd feel differently on a case by case basis.

Last Thanksgiving, my youngest son and his wonderful wife ( who is currently carrying around future Little Hydrant # 12 due in June) asked to see my favorite coin. I was so happy that they showed any interest. So I got it out. Handed it to my daughter - in - law, and she asked, "Why is it funny colored?". Then she dropped it on the tile floor. The holder cracked. No problem . Same coin just in a cracked holder.
As long as the integrity of the holder/coin has not been compromised, I would buy it like I would any other certified coin except that I would factor in the cost of reholdering the piece including the tier fee, invoice fee, and shipping both ways!

Since it is in a slab and I am a bit OCD it would need to be reholdered because it would continually nag me sitting in the whatever slab box I have it in... the cost is minimal compared to other daily expenses.

I recently negotiated a reduction in price for a really nice CBH in an old green label holder with a green CAC sticker ... and damaged prong. Original asking price was $375.
Negotiated discounts included:
Submission to TPG for reholder = $12
Postage, insurance, and other TPG submission fees = $85
Decrease in value from old green holder to new holder = $25
Submission to CAC for restocker = $15
Postage, insurance, and other CAC submission fees = $80
Materials for packaging and mailing = $11
Gas to go to post office = $4
Time for packaging and travel to post office = $50
Fee for standing in line while people who have never been to the post office try to mail a letter = $35
Time for negotiating new price = $50
Fee for having to sit in a chair with one short leg during the negotiation = $25
In the end, the seller gave me $17 to take the coin.

No would not have a burning interest to buy as looking at reholder costs / submission. Buyers are turned off by damaged, scratched, mishandled slabs. If a client who needed this date would discuss beforehand but would want get reholdered.
The seller needs to reholder it especially since this is a big ticket coin otherwise wb discounted.
CDN bid 1100 - I guess seller just blew it out below bid dump it off if sold for $1000. He prob tried shop around at bourse and could get no more than 60-80 pct bid if even any bites.
With CPG around $1400 not a bad coin to have once reholdered. Then you need find a whale who would spend that. Push as PQ sell for $1500?
I would say the same but only if it is at the higher price range for the coin and it is really bothering you.
