You have opened the plastic holder and are sure it's on the coin not the holder, correct? That's a crying shame.
As the coin was struck so recently it is surprising if it's a carbon spot which usually takes a little time to develop. Nevertheless, down the road it will be always be perceived as one.

I would call the mint and see if they will do an exchange. It doesnt hurt to ask.

OMG that's awful. Looks like a carbon spot, but could be some other debris....unfortunately happens.
Turns out it was a foreign substance from the mint. It was easily removed by my local coin shop with a quick dip and then pat dry carefully.
$150 and a bag of skittles.

It's on the coin. That ring around it likely means that it is 'active', which means it will probably get worse and, eventually, eat into the surface of the coin. It is a foreign contaminant.
