No hairlines on either coin. Luster is nice on both coins. The 23 looks like it was struck from a rusted obverse die that was re-worked. What do you see?

Both coins have very clean surfaces. The 16 is FB. I won't guess the grades as I don't have a clue re the eye appeal of these coins from their images, and eye appeal, or lack thereof, can limit a coin's grade.
