Do you participate in the Guaranteed Delivery program? It appears that if you do, you must also require immediate payment. Here's some discussion on that...
I was talking to eBay about another concern just 2 days ago and I brought this up about PayPal keeping the fee on returned items. eBay told me that they had just negotiated with PayPal recently and if a return is issued on an eBay sell item PayPal would NOT keep the fee. This is due to eBay getting this contract.
I asked the guy twice to make sure we were on the same page and he assured me that PayPal would NOT keep the fee on an eBay return.
Maybe some of you should call eBay and ask and see if you get the same answer but that is what I was told. Any more info would surely be appreciated by all.
Please post what you are told in this thread if you call.

a good point. all my accounts are older and may not be subject to the possible more recent scrutiny/standards newer accounts may be subject to. it is possible some buyers have various temporary restrictions that ebay/pp occasionally apply.
