'86 PENNY ERROR

The reverse on this '86 example looks odd as a whole. The bottom of "E" and majority of "S" in States, and the "O" in "OF" look like they were not struck and at an angle they are visible I cant find anything on PCGS . Any info would be appreciated .

    @Joey_Jack .... Welcome aboard... Your cent appears to have had grease filled letters when struck (the pictures are very blurry though).... and that is a not uncommon phenomena. It really adds no value to the coin. Cheers, RickO
