m not sure whether this is just a damaged 83p.. Or if it has a bunch of doubling,
but either way I have to stop thinking about this quarter all together or get it on the block! Thank you in advance for your time.

Both..... damaged with mechanical doubling.
Just a battered quarter with traces of minor mechanical doubling. No numismatic value or interest. Coins that are that beaten up would be a tough sell even if they had a more significant "error" or were a minor variety.

The coin is so battered any premium from a DD would be negated and it’s not a DD.
