Me I would tell him to send it in to get graded and you will pay the grade fee,. If real you will add $1000. more thank likely the seller already go the feedback you did about almost likely its not real and decided to sell it as is.

This "coin" is either real and worth many thousands or fake and worthless. There is no $1000 middle ground.
The details relayed by the OP so far contain every red flag imaginable. Bad pics, promises by the seller who claims to not know what he has, etc.
BTW, aside from the grayscale pic, the coin does not have the look of a circulated steel cent. The color patterns of a circulated steel cent are usually very distinctive.
