Everything is off on the listing, and zero feedback for the seller; but paypal has your back.
The certification number is invalid. I agree the font on the front of the label looks fishy. But even with the (intentionally?) poor quality photos, the coin looks blobby. It could be lighting, but everything looks too big - the stars, LIBERTY, Liberty's face... Good eye, OP

The slug was pretty obviously off, the strikes on Saints have a lot of sharpness, this puppy is as dull as a butter knife.

I think that is Big Ben in the background so it is the UK. The driver's seat of the bus appears to be on the left side of the bus (like in the United States). The driver's seat is on the right side in the UK. That's my answer, and I'm sticking to it.
P.S. I think you're right too about the side of the road.
