What is the date of the coin, please?
There appears to be rim damage to
the right of that area, under 'ENTS'.
Could be a retained cud, but I don't
recall seeing this one before -
More likely a damaged fold-over from
the rim, or possibly a defective planchet
and a 'pinched' fold over rim burr-like area.

It looks shiny in the MM area where it looks folded over I wonder if it’s post mint damaged

I’m always in learning mode and “fold-over” has me into learning overdrive.
it is a 16-D, which was plagued with all manner of die state and strike problems. Coin is not in hand so I can't provide a rim image. I will say that the rest of the piece appears earlier die state and decently struck

IMHO it is a rim break. Note how the "line" (inside and next to the rim) continues through the curve below the mintmark.

Could be solder remnant if it was ever made into a charm. That would be the top of the obverse so the placement is slightly suspect.
