Would the 1913 Liberty nickel, which was never acknowledged, be a zero mintage coin from the US Mint perspective?

I finally got one of my own recently. There is something about that tree.
The 1997-P matte proof nickel is my lowest mintage coin (25,000), but since its survival rate is probably ~99%, it is far from my scarcest coin.

Here is a low mintage bullion coin at 2,876.
The interesting thing with this one is that the "thick ribbon" reverse was introduced in 1901, and they actually minted proofs for both the "old" and "new" reverses in 1901. My unscientific census from 48 Heritage examples a couple months ago showed 40% thin 60% thick. So your low mintage technically is even lower.

I actually had another '16 MP (traded for, not 'picked) that showed as much detail but it must have been one of the very first struck off the die. It was so dull it looked like it was made from plaster or chalk. I wish I would have kept it, too.

10k business strikes, but I think survival rate is relatively high for all the low mintage seated liberty coins of the 1880's.

One of things that collectors should realize about some mintages, especially on the early U.S. coins, is that they are sometimes educated guesses. For example, for the 1796 quarter eagles, 66 pieces were delivered in September and an additional 897 pieces were delivered in December for a total of 963, which is considered to be the No Stars type total.
In January 432 pieces were delivered. That is considered to be mintage for the 1796 With Stars type. There are no records that say that the first two deliveries were the No Stars coins and the third one was the With Stars pieces.
