Stars 10 & 11 do look funky, but the fact that most of the stars were not so affected make me wonder if PERHAPS this might be legitimate damage of some sort.

There is wear and some PMD.... but they do not look re-engraved to me... also, as @CaptHenway said, they would likely have done them all... Cheers, RickO
I am confused on the terminology and may have it wrong.
When I hear re-engraved, I am thinking the mint added some stuff to the die to change all future coins from that die.
When I hear tooled, I am thinking someone changed the coin to make it look better.
What are you thinking is happening with this coin?
I think that someone monkeyed with the centers of at least some of the stars on both the 1818 quarter and the 1805/4 half dollar. It is not the first time I have seen this.
Some stars do get double punched at times on some die varieties. From ownership, I know that all of the stars on the 1797, 16 star obverse dime have little stars under them that the engraver scratched in before he used the star punch to make the die. He goal seemed to be to make the marks so that he could space the 16 stars on the design properly. Some stars on Bust Half Dollars to get stretched out, at their outer points from die fatigue.
The trouble with these coins was that it was done after the fact, and probably after these coins had been saved and put into collections. As such it's post mint damage.

Some weird looking star points and sides. Worn die? I can't see any engraving marks leading up to the edges though. IMO. Peace Roy

My original comment of being re-engraved was by someone outside the mint trying to enhance the coin....

Don't know what to think about that as I am not a quarter guy...
