    It's a cookie cutter! Actually coins like this were used as impression devices for various things. There is a forumoid here that collects them. Welcome!!

    No I don't think it would be a pie crimper...too small. IMO This is something that was made and used as a replacement gear. Oh...welcome to the boards!
