It looks like the area around the D may have some circulation marks/damage that may cause you to think you see something. As @Hemispherical has said, by 1997, the MM was no longer being hand punched into individual dies, so it's not possible for an OMM to occur on a small number of coins

It is IMPOSSIBLE. Over mintmarks only occur when someone hand punches the mintmarks. When it is on the hub, there is no way for it to get repunched. You are using your imagination.
