Is it just a weird capsule?

bulk bullion coin (no mint mark) that came out of a tube and put in an aftermarket capsule.

1999... I was mostly referring to the ring in the diameter. If that’s the capsule it’s a lousy capsule.

    That's the capsule.

Most likely they used a capsule for generic silver rounds. Nothing wrong with that since both are considered bullion products, except silver eagles do have a larger premium over spot.

Maybe it originally had a foam ring inside for a smaller coin?
