I'm going to guess....."glue".
A clear glue can LOOK like it's part of the coin.
Yea I'm guessing glue or varnish.

In general, when you see an oddity like this it is best to ask yourself how it could have occurred. Those who answered "glue" know from experience, but that is what you would end up with if you had to work through it with possible explanations.
