First commem 1936 RI 50c - thoughts on grade?

Hey folks!
I'll eventually sell it I'm sure, but curious what you folks would grade this.
I tried my best to capture the color but it's a little hazy and needs a dip. Second set of images in yellow light are for design details and hits. The crescent shaped scratch from the R in Rhode, through the bible, and into ND•1936 is on the slab; and a decent sized one on his left arm above the cuff. 
What sayest thou, CU?

I would expect to see that coin in a 64 holder if the luster is ok, lower if the luster is impaired.

Luster looks slightly subdued.
It's got nice luster. It's a shiny half dollar. I can't capture it on camera with that slight bit of haze and the slab. I do the pocket test. If I can take it out of my pocket and another person can see a nice amount of luster then it has passed.
There are certainly better ones out there and in rattlers. I didn't expect the main part of the design to have series of hits. They appear to be from multiple instances too.
The ding on the anchor right dead center and the black dots break my heart.
I'd keep it and dip it and reholder it but it's going nowhere from its current MS65, if it kept it. I don't know these well enough if they've had "gradeflation". To me it looks like a 62 with carbon spots.

Initial estimate is MS63.... in hand, it could well be better than that... Cheers, RickO
I'd say MS-63. There are too many little marks to grade higher, and the luster seems to be covered by film or some sore of dulling.
