Holdback of funds until proof of delivery is SOP for all sellers with less than 100 feedback as a seller. This means paypal won't loose taking chances with new sellers. Buyers from such sellers should feel safe buying from these sellers. Face it, when paypal gets taken to the cleaners by a scammer, they just pass the loss… -
