The overall strike is pretty soft but the steps are a toss up. There appear to be tiny bridges that should preclude the FS designation but they could be from the photo and actually be full in hand. The surfaces are very clean and the luster is good. I am not crazy about the eye appeal or the strike and I think this coin gets no higher than MS66 by PCGS. My experience with ANACS small white holders is that they were pretty conservative as well. I am going to guess MS66, no full steps.

ANACS were pretty liberal with the steps, so I am going to say 66 5 Steps.

I think it has an outside chance at crossing to MS65FS at PCGS. I only paid about $30 for it so I am planning on including it with my next crossover submission. These really jump up in value at 65FS and 66FS so I think it is worth the gamble. I'll share my results here.
